The first ideas for a building to serve all judicial institutions appeared in 1880, but the turbulent times in Bulgarian history in the period 1885-1919 greatly changed the requirements for it and its location. It was planned for a long time in different properties in the center of Sofia. The building was erected in the period 1929-1940 according to a design by architect Pencho Koychev. The design is based on Western European experience in the plan of similar public buildings and aims to give a sense of significance through its basic geometry, like in a temple.
